The 38 million Spaniards have a wide choice of TV stations, both national and regional systems have been developed quite intensely in the last 11 years. The national network Television Espanola S.A. has town channels: TVE1 which started back in 1957 and practically covers all the country including the Balearic and Canary Islands, and TVE2 which started in 1965 and reaches around 75% of the country.
On December 26, 1993, a new law was approved by the Spanish Government: the regulation of the third channel for any autonomous region. Spanish regional television first started in San Sebastian when the Basque Government decided to broadcast to their people in their own language in 1983. A second Basque channel, broadcasting in Spanish, opened in 1986. Some weeks later the Catalan station, TV3 started broadcasting from Barcelona in Catalan for the Catalonia region. Their second Catalan speaking channel, Canal 33, opened in 1990, covering mainly sports and cultural events. Then, 1985, TVG set up their own transmission in Galician from their station in Santiago de Compostela covering the Galician region. Some years later 3 other communities joined the system of regional stations. In February 1989, Canal Sur based in Seville started their transmissions for Andalusia. In May, Tele Madrid became the fifth station to cover a regional part of the country and finally, in October 1989, Canal 9-TVV started broadcasting to the Valencian Community. Similar systems have since been attempted in Aragon, Asutrias, Canary Islands and Murcia but without success. In 1988 all six companies formed the Federation of Regional Radio and Television Organisations (FORTA). with headquarters in Madrid. The post of General Director of FORTA rotates amongst the Director Generals of the autonomous stations; the appointment lasts six months. FORTA structure has proved particularly important in securing agreements with major film companies, news services, advertising groups, national football league, other TV companies as well as organising exchanges with other public or private Spanish stations and co-ordinating productions projects with all or part of the members. The regional stations are publicly owned by the autonomous governments of their respective regions. The local governments provide subsidies to their own channel though extra finance is raised through commercials. Beside the FORTA stations, TVE also run several smaller regional services from all major cities with twice a day opt out to cover domestic information, mainly news and sports and some cultural programmes relevant to the particular region. The FORTA channels programme schedule include news, feature films, drama series, sitcoms, animation, sports events, documentaries, talk-shows, game-shows, reality shows, educational and religious programmes as well as music and arts. Only ETB (Basque/Spainish) and Canal 9-TVV (Valencian/Spanish) are bilingual stations airing the programmes in either language while the rest are monolingual: Canal Sur and Tele Madrid in Spanish, TV3 in Catalan, TVG in Galician.

EUSKADI (Basque Country) is a little country between France and Spain and has a population of about 3 million people. Mainly, it is an industrial country with a very developed service sector and good communication network with 5 airports. Euskal Telebista - ETB is the television of the Basque people and has 2 channels: ETB 1 broadcasts totally in Basque and ETB 2 in Spanish. We transmit about 12.000 hours per year (6000 hours per channel) from which about 70% is our own production (co-productions and commissioned programmes included) and the station has a staff of 580 employees. Regarding the home production, children, sports, news, current affairs and entertainment programmes have priority. ETB is the favourite one of the children and its "Superbat Club" has 100,000 members. ETB's covering scope gets 3,500,000 people with 925 TV sets and its daily audience is of 1,300,000 viewers having a share of 21% in 24 hours and 26% in prime time. ETB is mainly financed by the subvention of the Basque Government, the publicity and sponsorship. The Basque language is the minority in Euskadi and nowadays 25% of the population can speak and understand it perfectly, this % being much higher among children (60%). ETB is open to co-productions and, in fact, participates in different projects. From June '96 will begin its satellite transmissions to South and Central America, Mexico and the south of the USA. ETB is also equipped with digital machines to broadcast in PAL PLUS 16/9 planned for April 1996

TVG was created in 1985 as the main branch of Compañía de Radio-Televisión de Galicia (CRTVG), founded at the same time. This TV station broadcasts 24 hours per day on two digital terrestrial channels and two satellite channels for America and Europe, all of them in our own and official language: Galego. The first company mission is to improve and normalise the use of it and promoting our culture. Its budgets are supported mainly by the autonomous Government as well as advertising. TVG reaches nearly 4 million people in the Northwest of Spain (including Galicia and its surrounding territories) and North Portugal. The program guides include news, music shows, cultural programmes, kids and children, quiz shows, games shows, sitcoms, movies, debates and sports. From those, about 60% are own production and 50% above total are in-house production. TVG has around 700 employees in its production center plus 4 bureaus in the main cities of Galicia and 1 more in Madrid. Our technical means include 4 TV trucks, 10 video post-production rooms and 4 studios as well as our own production network that has the best technical coverage in our region. CRTVG is one of the founding members of FORTA, the Federation of Autonomous Broadcasting Companies in Spain, which includes 13 TV stations.

The two stations ‘Canal Sur Televisión’ and ‘Canal 2 Andalucía’ transmits for 24 hours, broadcasting all types of programmes, news, entertainment, drama. The viewing figures are 3.5 million approx. Source of funding is subsidy and publicity. Member of F.O.R.T.A. The stations has staff of 1500 approx employees in 8 production centers in Andalucia and bureau’s in Madrid, Bruselas (Bélgica) and Rabat (Marruecos). The stations are ready for Digital Terrestrial Television. Andalucia is in the south of Spain and has 8 million people approx in 8 provinces. Viewing area with more than 4 million TV sets.

Canal 9-TVV is one of the six Spanish regional stations and was created in March 88 although it went on the air only in October 1989 broadcasting for the Valencian Community area covering a population of more than 5 million people in the provinces of Valencia, Castellon and Alicante as well as in the Balearic Islands. Canal 9-TVV broadcasts 6.600 hours yearly in Valencia and Castillian through two channel including in its schedule news, sports, current affairs, game shows, movies, series, sitcoms, animation, documentaries, music and entertainment. In-house production covers a 60% of the total broadcasting time and acquisitions are mainly made in the US, England, Japan, Australia and South America. With a staff of 600 employees, its production centre of Burjassot, contains 4 studios (1800 sq.m, 800 sq.m, 400 sq.m. and 200 sq.m.) 6 km away from downtown Valencia. We also have studios in Alicante and Castellon as well as news offices in Madrid and Barcelona. Canal 9-TVV is a member of FORTA, CIRCOM Regional and ASITRA.
