NRK, the Norwegian Broadcasting Corporation, is the largest national broadcasting company in Norway and operates several television channels and a variety of radio, web, web-TV and mobile services, both nationwide and regionally. NRK is financed solely by licence fee. The other Norwegian television services are TV2, commercial but with a public service obligation, other commercial but cable-based companies (TV Norge and TV3) and finally several commercial local television companies. All this comes in addition to what can be received by satellite. Norway has approximately 4,9 million inhabitants, 98% have one or several TVs at home, 90 % have a computer and 85% have internet access at home . NRK provides a comprehensive service with three TV channels: NRK1, NRK2, NRK3/NRK Super (Children's channel), the radio channels P1, P2 and P3, a variety of digital radio channels, the website nrk.no with the weather service Yr.no and regional radio, television and websites. The NRK TV channels each send an average of 115 hours per week with a little more than half the total output being home production. 80% of the Norwegians watch TV every day, 56% of these are watching NRK1, 26% NRK2 and 22% NRK3/NRK Super. In addition to NRK's national TV services there are 11 regional television stations. The basis for NRK's regional activity is the 13 regional offices - including the Sami Radio. These stations produce radio and television programmes and web content for both regional and national distribution. The regions have since 2009 formed their own division in the NRK, the Regions Division with their own director. The heads of the regional offices are in charge of all media (TV, radio, web), and integrated newsrooms as well as multiskilling is encouraged. Three of the regions have extensive television facilities and production studios varying from two to four hundred square meters. These stations produce all kinds of programmes except drama. NRK P3 is part of the Regions Division. The daily regional TV transmissions are 25 minutes and the regional radio sends 61/2 hrs Monday to Friday. 1100 out of NRKs 3500 employees work in the regions. 70% of Norways biggest radio channel, P1, is produced by the regions and so is 60% of the youth channel P3. 20% of the programmes of the TV channel NRK1 and 13% of NRK2 is also produced regionally. A large news production for the national news comes on top of that.

The Sami Radio is a department on its own in the Norwegian Broadcasting Corporation. Due to this fact both the radio and the television divisions of Sami Radio are independent in determining the editorial content of the programmes that are made. Like NRK, we too are financed by licence fee. The staff of the television division of Sami Radio consists of some 10 people, in charge of the editorial and technical part of the programme, which is transmitted on NRK national television network. Our policy is to protect and develop the Saami language. Therefore, all programmes are made mainly in this language and are then sub-titled into Norwegian. The programmes we make can be divided into two categories: those that can be viewed on a regular basis, known as the Saami programmes, and those we make for other departments. The regular Saami programmes are: a 15 minute children's television every other week and a 30 minute documentary, feature and debate once a month, with a break during the summer for both. We also make programmes that are not made on a regular basis as mentioned above, but are still considered as independent Saami programmes not being placed under any titles. These are mainly documentaries either from the Saami or other indigenous people's cultural life. The programmes made for other departments are mainly news reports in Saami, short features for both the youth and adults in programmes made by the regional departments in NRK and environmental documentaries. The subjects we are dealing with in our programmes and reports are issues concerning the Saami and other indigenous people.
